Are Drivers Who Use Cell Phones Inherently Less Safe?

In this paper, the authors outline a statistical analysis of the relationship between phone usage while driving and accident rate. They find that there is no significant increase in accidents for those using phones while driving, both in the hand-held and hands-free cases.
